libutf8-all-perl software package provides Perl pragma to turn on UTF-8 everywhere, you can install in your Ubuntu 14.04 LTS (Trusty Tahr) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libutf8-all-perl
libutf8-all-perl is installed in your system.
Make ensure the libutf8-all-perl package were installed using the commands given below,
$ sudo dpkg-query -l | grep libutf8-all-perl *
You will get with libutf8-all-perl package name, version, architecture and description in a table
